Percy Hylton Craig (Bing) Lucas (1925-2000) was responsible for developing NZ’s modern national park system & was the IUCN (International Conservation Union) chair, 1990-94. Additionally, as an expert on world heritage, he was part of a committee that reviewed all the applications for world heritage status.
